I'd suggest "Quartered sable and gules, a saltire or". The comma avoids somebody interpreting this as "Quartered: I and IV - sable; II and III - gules, a saltire or."

About the first coat of arms, I'd blazon it as "Quartered sable and gules, a pair of scissors in saltire or".
